It goes deeper than that. Firstly, it’s continuing because Bray squashed Finn Balor in 7 mins on RAW for go home SS show, and poured blood on him to out The Demon even though they want you to forget and Finn only just beat him as The Demon. It’s 1-1.
Secondly, Bray wants to make an example of Finn/Demon with Goldust by shedding the skin of paint they use as a weapon as a veiled attempt hide to under the truth of who he is that he’s scared to face without.
To say that Balor is nothing more than a man
that can’t beat him since he hasn’t with the aforementioned and question his duality to get all in Balor’s
head. Balor even looked at towel of paint he rubbed
off of Goldust, as if to question himself. Bray KNOWS it’s not just paint, Balor tapped into another source and
does have a duality to him, that power, and because he saw it first hand at SS, and as a calculating heel, why do
you think he doesn’t want him to show up with it? Keeps Balor vulnerable for defeat or the story is for Balor to prove himself as not the Demon.
But I think Bray has something up his sleeve.
